An eye-safe scanning differential absorption lidar (DIAL) has been developed using commercial-off-the-shelf (COTS) components. The laser transmitter produces up to 80 mJ pulses with pulse widths between 0.5 - 2 ms and pulse repetition frequencies up to 25 kHz. The optical receiver utilizes a PMT and discriminator for photon counting and a multi-channel scaler card for data acquisition. The DIAL instrument is capable of 150 m range resolution with a greater than 3 km maximum range.
