P&T There has been some discussion regarding whether or not Faculty Senate (FS) should move ahead with changes to the P&T criteria because of the presence of the union AFMSU. Kevin McCrae at the Commissioner's office seemed to think that any "bargainable issue" should not be addressed by FS at the moment. The consensus was to seek input from legal counsel at MSU on the issue. MSU Councils Pres. Cruzado informed us that this week the full membership of the councils will be complete. This put pressure on the FS to identify our representatives on the councils. (Hence today's discussion and vote). Research Council John Neumeier requested that one of the faculty members on the research council be reserved for a FS member. His reasoning was that we act as a conduit, transmitting the proceedings and decisions to the faculty in our respective departments. The President was not very receptive to this change. She suggested that we ask for periodic reports from the council, or bring the issue to the attention of the council. This is an issue we should discuss further in FS. BOR Reinvention The CEOs of the four MSU campuses, fiscal officers, student government members, faculty members, etc. plan to meet on Tuesday the 21st of Sept. in Butte (day before Regent's meeting there) to discuss performance based funding (PBF). Marvin will be in attendance as well. Pres. Cruzado feels that we should develop a united front to address PBF. She noted concerns regarding the formulas for determining productivity. Surely we will learn more next week . . . Communication Rules for legislative year need to be determined. This is how and when faculty and administrators are allowed to speak to our state representatives. This issue was also raised by Sandy Osbourne in today's FS meeting. Merit Pay Issue is still unclear. Wes has consistently asked Pres. Cruzado to move forward on this, since the funds are in the budget. It appears that she would like to do so. Especially since UM already provided merit pay to their faculty this year. Apparently, MSU administrators are very cautious to move on this because of the presence of AFMSU. Marvin Lanswerk will speak directly to Sandy Osbourne about this to see what the union plans to do here. Retirement Incentive Program Was, again, discussion as to whether or not this is a union issue. We will seek clarification from legal counsel on this. Ideally, Pres. Cruzado would like to see us develop an early retirement policy that is just and fair across college and departmental lines. This issue was also discussed last week (see post from 9.1.10) More on Councils Wes and Marvin noted that there is lots of interest in council membership. He also asked about the structure and how the councils will interact with one another. She indicated that a flowchart would be developed to make this clear. That was about it. Please let us know, through your responses, what issues you would like us to bring up next week and what items above you would like more clarification on.
